Description:The International Network for Outcomes Research� (INOR) is an innovative, growing health technology company that has developed a novel web-based, outcomes research platform designed to improve the lives of patients with chronic diseases and support the clinicians and staff managing these patients� care. INOR has an immediate need for a full-time IT Senior Business Analyst / Technical Manager � Healthcare Domain to lead the continued development of the technology platform used for its national, multi-center Chronic Pain Impact Network (CPAIN) Program (www.cpain.org).
CPAIN is a comprehensive research program that collects longitudinal outcomes data from patients receiving treatment for all chronic pain conditions, with an overall goal of improving patient well-being.
As the IT Senior Business Analyst/Technical Manager � Healthcare Domain, the successful candidate will have a demonstrated track record of achievement to assume a primary leadership role in the continued development of INOR�s core technology platform.
Duties:� Prepare and implement short and long-term strategic plans for Web/online development and presence, including standards and guidelines for technical design
� Lead the overall system development process; managing technical teams to ensure objectives of scope, timelines, financials, and deliverables are met and status effectively communicated to Senior Management
� Own the development project plan (i.e. schedule, resources, budget, operational objectives, etc.) including the creation of business requirements, project-level documentation and operational procedures
� Establish, and manage to, realistic goals and priorities that are aligned with organizational objectives
� Develop strong relationships with IT partners and act as a primary liaison to IT processes, provisioning and service groups
� Collaborate with senior management and external stakeholders to optimize business requirements and provide strategic guidance for the development team
� Select and implement applicable hardware, software, platforms, publishing tools, and programming languages for the development of Web / online architecture
Qualifications:� A minimum of a Bachelor�s degree in information technology, computer science or a related field from an accredited college or university
� At least six (6) years of work experience as an IT Business Analyst working in the healthcare domain
� A minimum of four (4) years of work experience as a Technical Project Manager with a demonstrated understanding of project lifecycle management
� Expertise in FLEX , JavaScript, JQUERY, PHP, HTML required
� Working experience in methodologies, life cycles and best practices of application development
� Comprehensive understanding of/practical experience with content management, document management and knowledge management concepts
� Excellent knowledge of Web platforms, technologies, protocols, and publishing tools
� Strong background with Web-database integration and a range of relational database platforms, including Oracle, SQL Server and MySQL
� Working knowledge of Web servers and application servers

The following competencies are anticipated to ensure successful performance in the position:

� Ability to comprehend business requirements from user feedback, conduct gap analyses and initiate business refinement processes, including the checking and validation of requirements in conjunction with internal and external stakeholder groups
� Experience creating and implementing Use Cases, UML diagrams, Functional Requirement Specifications (FRS) and User Requirement Specification (URS) documentation
� Possess excellent knowledge of HIPAA Compliance, Nationwide Health Information Network (NwHIN) and Healthcare Information Technology (HIT) Standards
� Demonstrated ability to work at a detailed level while maintaining a strategic approach for overall systems design and implementation
� Industry experience working with Electronic Medical and Health Records (EMR & EHR)/Automated Health Care Systems
� Extensive knowledge of software development methodologies including experience with iterative SDLC, RUP Iterative, Agile System Development Life Cycle process and RAD.
� Strong interpersonal skills to facilitate a management-level role for mentoring, coaching, negotiation, mediation, influencing and conflict resolution.
� Demonstrated ability to work effectively, independently and in a virtual team environment.
� Expert skills in Microsoft Word, Excel, Project, PowerPoint, and Visio
� Experience integrating data from disparate source systems to create data warehouses
